License category set

I believe it would be nice to add a category set for license in datasets table and mesaureLic in measures table. Otherwise there will be all kinds of answers.

As an update on this, a measure license set has been built into the current development dictionary and will be available with the release of version 2.2. And overview of the license options is below:
